Analyzed a large scale improper payments recovery simulation run in a Treasury Offset Program “sandbox” database environment that sought to match debts owed by citizens to various state agencies within a portfolio of pilot states and federally funded state social programs servicing various vulnerable populations The Sandbox sought matches on Taxpayer Identification Numbers (TIN) between approximately 44MM federal payments totaling over $115 BB and a debt portfolio with an aggregate value not far shy of $400MM spread across about 325,000 constituent debts Analyzed summary aggregate data for the $300MM+ worth of debts submitted by pilot states and the results of the simulation, which ran prospective IRS refund and OPM and a select subset of Social Security payments against the debts in the pilot portfolio (all of which had been certified so as to address due process concerns) Used basic statistical analysis techniques, coupled with select attributes of debts that matched against a payment, to model intermediate state changes in the composition of the pilot portfolio, to look for trends and to posit hypotheses as explanations Developed end-to-end process maps for from state agencies submitting debts through database match process Conducted sensitivity analyses under various strictures and relaxations of policies to assess the impact on potential collection yields that such policy changes --- ultimately to be used in crafting new legislation – might have on various social-services beneficiary populations Used difference between one annual tax refund payment and 12 monthly OPM and SSA support payments to devise dynamic portfolio segments and to model the by-month and by-year histograms of how long it would take each debt not extinguished by its first matching offset to be paid in full.
